If you want to use commands in skirmish mode and custom games, you need to use a mod. The CheatCommands mod on the Steam Workshop is spot on. It adds a simple clickable menu that you can use and select the cheats/commands you want.

Enable developer mode
The console commands are disabled by default in the campaign, but you can use the console if you enable developer rights. Here’s what you need to do:
- begin steam apartment
- Go to yours game library.
- Right-click Company of Heroes 3.
- Choose “Characteristics” Possibility.
- Go to “Boot Options“Tab.
- In the dialog box, enter the following: -Developer

- Removes fog of war:
- Sets the game speed to the specified number:
