Penn can be found in the New Serenne Stable, northwest of Lookout Landing. If you travel to the Hebra region first as part of the main quest, you will likely come across here. However, if Penn doesn’t appear for you in that particular location, you may need to fill out the form Lucky Clover Gazette quest line.which is northeast of Rito Village.
