The Legend of Zelda: Tears of the Kingdom Hovercraft is a type of vehicle that you can build in the game. There are different variants, ranging from makeshift options to high-tech variants that use Zonai devices and other abilities. How to build a hovercraft in The Legend of Zelda: Tears of the Kingdom
The first time you’ll need to build a hovercraft is when you’re wandering through the Great Sky Island starting area. On the way to the third shrine you have to cross a flowing river at one point. The nearby constructs inform you about your energy device, which works similar to a battery. It slowly discharges while you are powering a Zonai device.

I found this further in the Depths quest chain after defeating the boss there a second time. The construct rewards the hovercraft blueprint, which consists of a sled, a light, and a fan.

Since you should have the autobuild ability by then, you can build the ship from nearby related materials or from scratch (although missing parts will cost some Zonaite).
